#2 Array index exception in pre2 patch 06

On interpretation in version 0.01pre2-patch06, I get an
"ArrayIndexOutOfBoundsException: 0". It gives a line
number (Web.java: 108), which points to a line with a
single "else". Not sure why. This bug keeps it from
interpretation. I don't want to need to add a catch
statement, in case I need to make it envelop the whole
piece and give a messy default initialization.
