#531 Username limitation is too short

Limited to 12 character usernames, which is making
integration with Active Directory and others difficult.
64 characters appears to be a sensible alternative for
integration with a number of other platforms and
standardisation of usernames.

    I'm not sure that this fix has been commited. In RC5 it is not possible to add a
    user with a username greater than 12 characters although CHANGES.txt says
    that this bug fix is included.

    The fix is there, it's just that the UI hasn't been
    correctly modified in that place, will reapply for 2.1-rc5
