The stubs data are in
lib\tclstub86.lib\D:\src\tcl-installer\sources\tcl\win\Release_AMD64_VC1916\tcl_ThreadedDynamic\
and not directly in
lib\tclstub86.lib\
and the make for the Tcl .dll for SQLite3 failed
