I've found that even when the cards are working they show txpower as zero. 
I think maybe proper txpower reporting just hasn't been added to the driver
(it is a beta).

Try turning off WEP.  In my tests with multiple cards, access points,
laptops and encryption settings the driver _never_ worked with WEP enabled.
 If you can get away with using a MAC ACL list use that instead.
