I don't know how you are trying to cross-compile MadWifi. The best way to
override makefile variables is to specify them on the command line. It looks
like you are trying to use environment variables, which is a valid, but not
always reliable approach, as you can see.
I'm not against your patch, but I'd like to know more about the your problem and
I want to make sure that you know what you are doing.

our build system exports CFLAGS and most package accepts it, except a
few ones, like madwifi. the typical "crosscompiling" is using
"-march=i486" on an i686 machine, so that the binaries will be usable
on any 486+ pc. if the package ignores CFLAGS, then the binary will
not be usable on a 486 or pentium machine, only on pentium2+ ones
