To create an interface in Master mode follow these steps

sudo modprobe -r ath_pci || true
sudo modprobe ath_pci autocreate=none
sudo wlanconfig ath0 create wlandev wifi0 wlanmode ap

There is something in the documentation about this. If you dont specify "autocreate=none", the driver gets loaded and creates a STA VAP by default. After this, it does not allow changing the mode.
