Hi Simon, I've been in touch with Richard before about integrating BD and CiteULike. He's the guy behind CiteULike.org, as well as being the person who wrote that wiki page. What he told me was that he started out thinking about the local client as described on that wiki then moved into working on citeulike as his focus changed to collaboration.
