Hi Simon, I've been in touch with Richard before about integrating BD
and CiteULike.
He's the guy behind CiteULike.org, as well as being the person who
wrote that wiki page. What he told me was that he started out thinking
about the local client as described on that wiki then moved into
working on citeulike as his focus changed to collaboration.

At any rate, we're both interested in having good support for
citeulike in BD 2, and if you'd like to see what we'd probably use as
a model to start with, take a look at cocoalicious - the idea would be
that bibdesk would be the cocoalicious to citeulike's del.icio.us.
