#7 Realm-based processing

This is related to feature 487837. Several forms of
processing need to be attached to realms and
triggered by incoming URLs. Based on realm,
operations may include ALLOW, DENY,
DISCONNECT, REDIRECT, HOSTFOLDER
among others. Design needs further discussion
and refinement.
