#13 change settings without restart

Activate, clean up and update the dormant code for
reloading settings without having to restart the
program. Such an action should be activated from menu as
well as through an AppleScript event. I don't know
whether there is any benefit to allow loading only a
specific section of config file (like reload MIME
settings, reload REALMS, reload Hostfolders, etc). The
latter could be useful with AppleEvents.
