#21 wmv cannot be played

In IE9, some wmv files cannot be played. see the attached picture. Not all of them:

http://www.soton.ac.uk/~dt5/N1-Cam4_participant_1.wmv
is not OK, but
http://users.ecs.soton.ac.uk/mw/recordings/Heather Martin/01 INFO6002 ViaScribe SR and Second Life/VS-SL-Bridge.wmv
is OK.

IE8 doesn't have this problem.
