#10 Sends UTF-8 to chat instead of ACP

Mac DC++ seems to send chat in UTF-8 format to NMDC
hubs, instead of text in the active code page. UTF-8
should be reserved for ADC hubs, where all clients are
spec'd for supporting it. In NMDC hubs, only text in
the ACP should be sent.

Ex:

[14:51:43] <[BBB]Max@Mac> kanske inte e mycket att
fĂśrstĂĽ sig pĂĽ :D

vs.

[14:51:43] <[BBB]Max@Mac> kanske inte e mycket att
