Please add lzma_getdictionary function to get dictionary on encode/decoder side.

    It will be useful in streaming mode (after sync flush) when lzma_getdictionary function can be used to get dictionary on both sides to be used as preset dictionary for another compression algorithm when it is needed to change compression algorithm due to channel speed change.

    By the way, long ago there was a request that the LZMA2 compression settings should be tweakable on the fly to change the compression speed when streaming. This may eventually get implemented some day/year, but a function to get the dictionary is much simpler to do.

    Yes, another algorithm may be liblzma with different parameters.

    BTW You have done great work on liblzma library, I appreciate that.
