#3 bound sections need continue not return

I have no idea what version of TCL it was written in, but
given that the last touch date was three years ago,
anciebnt history in computer terms... bound script
sections must be terminated with a continue statement,
since they aren't (or at least `are no longer') just another
kind of proc.

I have it working after lopping out all un-needed returns
and replacing `return' within bind statements by `continue'
but my TCL is so rusty that rather than submit a patch, I
thought a bug report would be safer.
