I think it can be solved with a script, if you really feel this is a wrong behavior we should ask them to add an option to select the plural forms per project, this way there will be no confusion whatsoever.

Changing the locale specifically requires maintaining a personal Transifex (Which is possible although requires much work for a single project).

Have you tried changing the plural-forms string in a certain file and the uploading it? It's a very old bug I've already discussed with them once...
