ok as detective Adrian Monk used to say, here's the thing:

1) sudo modprobe snd-mixer-oss
2) lxpanelctl restart

and it works.

to load the kernel module at boot edit "/etc/modules" and add snd-mixer-oss at the bottom.

seems like /dev/mixer is not the correct device name...

No it doesn't work. Actually I see the plugin "Volume Control" in the list, I can add it but it is not displayed on the panel.
Restarting the panel from the command line then I see "lxpanel: can't start plugin volume".
