#888 Wrong application position on taskbar in multihead configuration

Steps:

1. clean lubuntu 17.10 iso loaded from tftp
2. lxpanel configured to have a separate panel on monitor 2.
3. Both panels (on monitors 1 and 2) are configured to show apps from current monitor only.
4. start terminal (Ctrl-Alt-T) and move it from one monitor to another.
   4a. from monitor 1 to monitor 2
   4b. from monitor 2 to monitor 1

Expected result:
4a. lxpanel shows terminal window on monitor 2 as well as the terminal window what I moved from monitor 1 to monitor 2.
4b. lxpanel shows terminal window on monitor 1 as well as the terminal window what I moved from monitor 2 to monitor 1.

Actual result:
4a. lxpanel ignores moving terminal window from monitor 1 to monitor 2 and continues to show it on taskbar on monitor 1.
4b. lxpanel shows terminal window on taskbar on monitor 2 after I moved the whole window from monitor 2 to monitor 1.

I can confirm this with lxpanel GIT head. The attached patch should fix this issue.

Well, if my patch is applied to the upstream git, perhaps lubuntu maintainer can merge the fix into their repository. I would be happy if someone would review my patch.
