If startup notification is enabled then it should be shown (usually as some kind of rotating animations) on application startup - after application is started and until its first window is shown. LxPanel doesn't show those animations, neither if started from menu nor from launcher. It is shown if the same application is started from within Applications folder of pcmanfm.

This has been fixed in the lxpanel master branch.

    The fix was announced here:
    http://sourceforge.net/p/lxde/mailman/message/31985441/

I've tested it and the busy cursor is working like it should.

In the case of Lubuntu one of the build dependencies (libfm-gtk-dev) is not available in 13.10 and was added in 14.04.

Note that there is an Openbox issue that can prevent the busy cursor from displaying.

Of course it is fixed. I'll close all the appropriate bugs here when lxpanel 0.7.0 is about to be released, that should happen in near future. And as for libfm-gtk-dev, in Lubuntu 12.04...13.10 you should use libfm from lubuntu-dev PPA because new lxpanel requires libfm version 1.2.0 or newer. Thank you very much.
