When more then one panel is used and on any one of the panels the advanced option "Make window managers treat the panel as a dock" is deselected, the volume control slide on all panels opens behind all other windows. (See Shot 1) If "Make window managers treat the panel as a dock" is selected, the volume control opens normally on all panels.
Additional weird things:
Clicking on the panel with "Make window managers treat the panel as a dock" deselected causes the volume control slide to come to the top. This, however, is not a practical fix because the panel is also behind everything else.
If the Panel Preferences window for the panel with "Make window managers treat the panel as a dock" deselected is on top, the volume control will open on top.

I believe this issue is completely fixed in the latest version of LXPanel. Try it, please, and let us know if something is still wrong. Thank you very much.
