It was supposed to be part of the LucidDB installation, but...whoops, nothing under the ext directory is currently getting included. For now, I've packed it up separately and you can download it from this link: http://pub.eigenbase.org/mediawiki/upload/d/d9/Luciddb-monitor.tar.bz2 I've also updated the wiki page.
