you're right about the mountpoint exec. Moved it to /home/someuser and now we're cooking with gas. sorry to have bothered you all.

no, make would work fine irregardless. noexec affects things that live on the
mounted system, not anywhere else. make lives in /usr/bin/.
verify something simple works in that directory like:
cat << EOF > foo.sh
chmod a+rx foo.sh
if that fails, run it through strace.
