#1 Configoption for updating configuration

i could use a configuration-option for when to update the
configuration from the client.

in my case, updating takes 7 minutes, due to latency at
one host.

preventing lrrd-update to read configuration each time
reduses the updatetime to aprox 3.5 minutes (half)
