#33 Plus and Minus buttons not working (lp .99.3, Win2K)

I just downloaded and installed version .99.3, and it
does seem to have solved the problem of songs being
added many times to the queue list just by adjusting
the song's rating via the slider... however...

The + and - buttons dont seem to do anything now (they
dont change the minimun rating, or the current song's
rating). But I can change the song's rating via the
slider, and it is reflected correctly in the Song
History List.

Kind of annoying because I can't run it in the slimmest
mode anymore (have to open up the "Song Pane" to change
song's rating).
