Longbow is meant to be a character tracking tool for players of d20-style RPGs. It is built on Grails and MySQL, though the database can be changed out rather easily.
The ancillary data available for addition to characters (skills, special abilities, etc.) starts out as basically nil, and should be added to the system on an as-needed basis. As the number of characters tracked grows, the database of available abilities will grow as well.
