Update for 'loki.spec'

Dear all,

after more than a decade, I have reworked the 'loki.spec' file for more
recent versions of 'rpmbuild' (version 4.12.0.1) and 'debbuild' (17.1.2).
In addition, I created a set of patchfiles to suppress warnings issued by
the GCC compiler (5.4.0).
