Yes. :)

How can anyone produce a accurate reply to a long email on a tiny 
screen by top posting? Of course, it isn't top or bottom posting, but 
inline replies and removing the redundant text that are important. 
(especially to those on limited data plans)

On replies, the client I mainly use (messenger pro) doesn't quote the 
signature (thunderbird does the same).

On display it colours the different levels of quoted text.

new text: black
first quote blue ie one chevron
second quote red ie two chevrons
third quote red
fourth quote turquoise
signature grey

This would make emails far easier to read on a small screen, 
(especially bouncing around on a train). Thunderbird will do this with 
a plug-in called quote-colors (however, the default settings for the 
plug-in are horrid, but it is really nice once configured, - don't 
colour background, don't change chevrons to lines, change the colours 
to less saturated versions)

These conventions were developed to make email efficient back when 
small screens and limited bandwidth were the norm, which of course is 
where we are now using a BlackBerry.

If these two were possible, then it would really enhance Logicmail.

With respect to forwarded messages, I'm not sure there is a proper 
defined behaviour.

My client includes a header with the original Date: From: To: and 
Subject: and a "Begin forwarded message" line. Then the message 
(without additional chevrons added) Then "end of forwarded message" 
Then the normal signature.

I don't think that a signature at the top would be wrong in this case, 
but it should not have the standard separator because this would make 
the whole message appear as the signature.

I have no idea whether adding chevrons is correct or not.

in favour - it indicates clearly that you didn't originate the 
message.

against - it changes the original message.
