Think what I'm gonna do next weekend is package some version of 
everything up in one tarball for those poor ActiveState 5.8 users to 
download. Until then, the above mentioned PPD will let you install 
Log::Log4perl, maybe you can download Log::Dispatch and its dependencies 
from CPAN (or another repository) and install them via "nmake Makefile.PL".
