[log4perl-devel] Kevin's fix integrated -- beta4 released

Hey all,

I've integrated Kevin's fix (new init_and_watch logic) and posted the release candidate Log::Log4perl 0.23beta4 on log4perl.sourceforge.net. 

If no bugs are found within the next couple of days, I'd say, let's release it to CPAN as 0.23. 

Please try it out and make sure all remaining issues have been resolved :).
