$LAST_CHECKED_AT is being reset, but only when the file is actually 
checked.  Before, $LAST_CHECKED_AT was being reset even if the file 
hadn't been checked, hence the bug--if the routine was called more often 
than $WATCH_DELAY then the file would never be checked!
