Something like this

    log4perl.appender.Screen=Log::Dispatch::Screen
    log4perl.appender.Screen.stderr=0
    log4perl.appender.Screen.Threshold=FATAL
    log4perl.appender.Screen.layout=Log::Log4perl::Layout::SimpleLayout

will limit messages logged by the appender to FATAL ones. Everything else 
(caused by lower-prio messages bubbling up the hierarchy) will be suppressed 
at the appender level.
