[log4perl-devel] Log4perl 1.31 released

Hi Log4perl enthusiasts,

Log4perl 1.31 just has been released to CPAN. It fixes only one
annoying test problem on Windows:

1.31 (2010/10/27)
   *     (ms) Fixed the number of skipped tests for Windows for previous
         fix of [RT 60665].

Just didn't want to sit on it any longer, enjoy!
