[log4perl-devel] simple example doesn't work as expected

this simple example from the mastering perl book doesn't work as expected
both messages from ERROR and DEBUG prints to the error_log file

what am i missing ??

    file  => "STDERR",
    level => $DEBUG,

ERROR( "I've got something to say!" );

DEBUG( "Hey! What's going on in there?" );
