Definitely, good catch! Maybe we should consolidate the two features into one and control both with a single variable ALLOW_CODE_IN_CONFIG_FILE (true by default and set to 0 if restricted).
Also, I've noticed the security notice was in there twice around the same section, now it's once in the PatternLayout section and once in the "Perl Hooks" section.
