As far as I know, Log::Dispatch::FileRotate doesn't support the utf8
setting ... you might need to talk to the developer, Mark Pfeiffer.
Alternatively, you might want to use Log4perl's file appender,
Log::Log4perl::Appender::File, and rotate your files with newsyslog:
