#172 Add a XML configurator

I am expecting log4cplus to add a XML configurator. The XML configurator has the following advantage over the property file:

  1. The grammar can be enforced by DTD or schema. Many authoring tools check errors instantly during editing.
  2. The contents are better organized and easy to read.
  3. XML is a standard

I've seen such feature in Apache log4cxx and it works very well.
