Is it possible to add a wizard (as you did for Package Level) to create or update rule for Installation Item Level? This is a valuable functionality for creating custom update containing exe files.
At some point I need to decide if I take an approach more similar to SCUP with the three separate Wizards. The thing is this, currently WSUS only supports a single InstallableItem for each package. As far as I'm aware, the rules for the Package and IntallableItem levels are currently just being AND'd together. So it doesn't matter what level you make the rules on. What is it about an EXE that demands rules on the InstallableItem level?

You are propably right however I thought that rules for the Package are higher-level rules used as an initial check to verify that the software update is needed on a computer and it should be as simple as possible for quick scan.
Regarding to separate wizards, it isn't necessary only add/remove button for Installable Item
