I appears that the API simply doesn't allow these actions. I'll have to work out a way to detect metadata-only updates (the API won't tell you) and remove these actions.
I have updated the handling of revising, re-signing, and expiring updates to prevent acting on metadata-only updates. This should fix the associated crashes.
It should be possible to effectively revise a metadata-only update but it will take some work arounds to do. As such, I am moving this over the to the feature request tracker.
MS has released kb2530709 which is an update that enables revising and expiring meta-data only updates. LUP now supports these features as well provided the update is installed on the servers and any machines running LUP remotely.
