I think I made confusion: I reported two problems, the second report starts after the empty line (in my previous message).

I used the Master Track graphic and Master Track list and the
Transport panel to edit time signature, I didn't notice anything
as severe as you mention.
 The first problem I mentioned is not when I edit the time signature, that is set to 7/4. The problem is when I try to set the position of the cursor (or marks) with the transport panel (for example with the arrows) or when I try to set the position of an event in the midi list editor.

 The second problem is in the Master Track list when I try to set the bottom number of a time signature with the keyboard.

Tested:
I used the Master Track graphic and Master Track list and the
Transport panel to edit time signature, I didn't notice anything
as severe as you mention.
But I did notice, one time only, I was unable to adjust the bottom number
in the Transport panel. If this happens, try switching away to another
entry box or control, or another window, or edit the time sig elsewhere like
the Master Track - as soon as I did that, the Transport panel then
worked OK. So it appears to be a minor issue with time sig control
drawing etc.

Also, I noticed something weird: When the Master Track graphic and/or
Master Track list window is visible, they keep hiding the Transport panel !
The Transport panel keeps on disappearing... Hmmm....
I'll keep my eye on this problem and try to fix it...
