#183 Time signature is not correctly exported

In a midi file, the time signature has four bytes of data. When MusE exports a midi file it only exports two bytes (nominator and denominator). As a result, fluidsynth (and possibly other engines) refuse to play the file.

    This is fixed now in the CVS version (REL07 branch).
    A midi export configuration option was added
    for 2 or 4 byte time signatures.
    It's being tested...
    Will be in upcoming muse 1.0 release.
