#9 Upload Slots

It would be nice if there was a way to limit the number
of upload slots you have going at one time. If your
sharing a file and have a 100KBs upload set it will
have around 25 uploads going at once each at around
4.5KBs it would be nice if you could limit this to 10
Upload slots so each person would get 10KBs. This has
been put into several of the emule mods.
