It's an action, the client performs after a dl is complete. For example sending out a status mail that says "Download of xyz completed", or moving the dl'ed file somewhere else, or whatever you can think of ...

So, in other words, give the user a bash-script interface? Make a batch program called "foo" to be run after a download completes?
I think this would be nice iff LMule starts disallowing root use. Otherwise the security ramifications would be very grave.
