The quick fix you mentioned unfortunately doesn't work for version 0.4.14-rc1.

Blender has an option to save current project as default. Then what you
saved is loaded as a starting point everytime you open Blender. It also has
a reset to factory option.

Quick fix: save as a template in your projects/templates directory named "default.mpt". You can save other templates for other needs, too. This might be missing from the docs... but it does pretty much what you're asking for.
