I'm with Toby as any major CMS can do content submission with attachments and tags and the database end is all ready to go.

If Django can do what we are describing without switching hosting perhaps we should put some more thought into it.

Personally, I don't know Django at all, so I wouldn't be much help from the back-end of things without a large learning curve.  I would certainly be available to do the front-end administration.

If we choose a major php based CMSs (Joomla, Drupal, Wordpress) I could help with both as I'm more comfortable with those.

I won't stop you from doing so but the current code base really is a
mess and the DB model etc. very inflexible. Are you sure want to work
on this code base instead of starting something clean with the help of
a modern and powerful framework (like Django) so you can save lots of
