change c program name from lsm_check to lsm_db in file lsm_init

You can get the new file "lsm_init" from CVS or from
http://www.sonic.net/~zwong/lsm/source/src/lsm_init

Release a new source tar ball that has a better README file, and configure file to compile

I have used this version for many times and it is fine enough to be used. There is a bug in the counting of files. Fix it later.
