#4 to-xz: convert .zip-files

The patch adds the python script zip2tarcat. It converts a zip archive to a tar archive and write it to the standard output. The script is writen with compatibility in mind. It needs at least python 2.6 (zipfile.open) and it is also tested with python 2.7. I tried hard to make it compatible with python 3, but I failed, see TODO.

The patched script zip to-xz can now read zip archives and an option for timestamp retaining is added.

The INSTALL files is corrected and extended.

The files autoconf/configure.ac and scripts/Makefile.in have the necessary extensions.

    Many thanks for the patch. I've incorporate the bulk of what you suggested, with my primary subsequent tweaks being for improved indentation and grammar. I've attached a patch containing the preliminary changes for littleutils-1.0.32. Please feel free to download and try out. I'd appreciate your feedback.

    One more question... When I wrote up a quick manpage for your zip2tarcat utility, I assumed that it would distributed under the GPL-3 license, like most of the other littleutils. Is this okay? If it is not, tell me what alternate license you want to use, and I will reference that instead.

    The GPL-3 license is okay. The samples I took for it, had no license. And of course I like the GPL.
