I have the ubuntu 18.04 packaged version 0.10.0-2. The problem I see occurs only during the first few presses of keys on the ir device after lircd has started. For example if I run irw I will see not stopping repeat output from irw. I kill irw and try again. Sometimes I get the normal output from irw, sometimes the continuous output. After a few trys, its fine and from then on no more repeating behavior for as long as lircd is running.

I use lircd with mythfrontend. I discovered this since the first few ir events to myth would start the GUI acting as if it was getting continues button pushes, making a real mess. I noticed after sending some other button pushes the repeating would stop. It might happend another time or two, and that after that it behaved normally for as long as lircd was running.

So now I "warm up" lricd with irw, to avoid the initial mess with the mythfrontend gui.

Any idea on whats happening.

We need a lot more information to track this down. What is your lircd.conf file, what remote are you using?

Your ubuntu version and lircd is rather old so please reopen this issue if you are still having problems with the latest version of lirc.
