The current TODO list /attached)( is old and likely to confuse any new reader. The issues here needs to be evaluated, many should be dropped, some filed as separate tickets.

GUI for irrecord depends that we can split irrecord into a librar
and an UI part (the latter the same CLI interface as today as a
starter). This would make it possible to make a GUI as well as
simplify testing.
I don't know about lircrc_config, but there is already a
generate-lircrc in contrib which perhaps does the same.
IMHO, internationalization isn't really an issue for current
CLI and administrative tools.

generate-lircrc/lirc-config-tool incorporated in package: [c68966], this should cover the point on lircrc_config.

I see a lot of commented corner cases for echostar in the code. Does these cover the issue in TODO? If not, is it worth try to handle?
There is a min_repeat parameter defined in lircd.conf; I presume than handles
the TODO issue, but that the lircd.cont.5 manpage info is plain wrong.
There is a GRUNDIG flag. Does this cover the issue here?
The upstream linux-irda project seems dead since long ~2005). Time to ditch this (and also the page in lirc.org)?
Is there a usecase for on_enter, on_leave in lircrc?
RC5X Patch (sort of) suggested in http://lirc.10951.n7.nabble.com/Marantz-RC5-22-bits-Extend-Data-Word-possible-with-lircd-conf-semantic-td9784.html. Thoughts? This seems actual (2013).
Fix tool command line options... any idea out there which tool? If not,let's ditch this one.
