One thing to try: On all your machines, install IrScrutinizer
https://github.com/bengtmartensson/IrScrutinizer/releases/tag/Version-2.4.1,
then with the thing plugged in, open it as hardware -> /dev/lirc ->
Device /dev/lirc0, and compare the "detected properites" between the
working and non-working hosts. You can of course  also try to capture
from IrScrutinizer, but it will probably not work. You said that
transmitting works?

If still no clue, you have to go to driver/modules/Linux gurus. The
Linux media list may be an address. Please post a link here if you do
