event decoding changed 4.4.7 -> 4.6.4 breaking user space apps

Hi!

As heading says: In the 4.4.7.. 4.6.4  span the event decoding changed 
breaking user space apps such as lirc. The problem is that the 
autorepeat keypress events which existed in 4.4.7 are missing in 4.6.4.

Bisecting brought me to 078600f51 [media] rc-core: allow calling rc_open 
with device not initialized.

There are some  more details and logs in [1] Besides this, I'm lost; I 
have  no understanding of the actual code.

Now, what next?
