Troubleshooting an off brand IT remote

To anyone out there listening:
I'm looking for a merciful, knowledgeable individual to help me troubleshoot
a usb IR remote. It seems to be working as a mouse, can move the cursor
around the screen and do mouse clicks, but other buttons don't work at all.
IRW doesn't seem to register any commands at all, even though I can move the
cursor and click the mouse, etc. Could the computer be reading the remote as
a mouse? how might I check or remedy that?
Any help appreciated.
