whats a good transiever?

 I'm looking into the capability of turning on and off all of my appliances using my computer. Well most. Anyways im looking for a good tranciever I can use.
 Does anyone have any recomendations?
 I'd like to go USB.
 I think I'm looking to do what Redrat does but in linux.

 but I'm willing to build my own or buy something more expensive if it just works.
 
 If I can learn to read in the input of how to turn on and off my tv from the remote
 and then send the output signal to turn on and off my tv. Then I should be able to use any remote as a universal remote right?
